Campus Free Speech Policies Reach Best Level in 20 Years, FIRE Report Finds

WASHINGTON, D.C. (Worthy News) – Written free-speech protections at American colleges have reached their strongest level in two decades, according to a new report from the Foundation for Individual Rights and Expression.

FIRE reviewed policies at 493 colleges and universities and found that only 65 schools—13.2%—received its “red light” rating for maintaining rules that clearly and substantially restrict protected speech. That is the lowest number recorded since FIRE began issuing its annual report in 2006.

Meanwhile, 76 institutions earned FIRE’s highest “green light” rating, meaning their written policies do not seriously threaten freedom of expression. For the second consecutive year, green-light institutions outnumbered red-light schools.

Public universities showed particularly notable improvement. Fewer than 10% received red-light ratings for the first time in the report’s history—down dramatically from earlier years, when nearly four out of five public institutions maintained severely restrictive policies.

The Washington Times reported that the improvement comes as the Trump administration has increased pressure on universities over ideological discrimination, campus antisemitism, and policies affecting constitutionally protected expression.

Still, FIRE cautioned that the struggle for free speech on college campuses is far from over. Nearly 70% of institutions received a “yellow light” rating for maintaining vague policies that could be misused to silence lawful expression.
