Supreme Court Clears Path for Trump Administration to Proceed with Federal Workforce Cuts

(Worthy News) – The Supreme Court on Tuesday lifted a lower court injunction that had blocked the Trump administration from carrying out mass layoffs and sweeping structural changes across the federal government, allowing the president’s ambitious reorganization plan to move forward while litigation continues.

The unsigned order removes the nationwide stay issued by U.S. District Judge Susan Illston in May, which had temporarily halted the implementation of Executive Order 14210 — a directive signed by President Donald Trump in February to drastically streamline federal agencies under the Workforce Optimization Initiative of the Department of Government Efficiency (DOGE). The executive order instructed agency heads to collaborate with DOGE to cut staffing and limit hiring in line with administration efficiency goals.

The American Federation of Government Employees (AFGE), which brought the legal challenge, warned the reorganization could result in the loss of “hundreds of thousands of federal jobs,” citing reductions planned across agencies like the Department of Veterans Affairs (80,000 positions), the IRS (40% of its workforce), and Health and Human Services (at least 10,000 jobs).

In its decision, the Court concluded that the administration was likely to prevail in its argument that the order and its accompanying memorandum from the Office of Management and Budget were lawful, writing that “other factors bearing on whether to grant a stay are satisfied.” However, the justices emphasized they were not ruling on the legality of any specific agency reduction plans at this time.

Justice Ketanji Brown Jackson issued a sharp dissent, calling the majority’s action “hubristic and senseless” and warning that the president’s attempt to unilaterally restructure the federal government sidesteps Congress. “Lower court judges have their fingers on the pulse of what is happening on the ground,” she wrote, arguing the district court should have been given time to fully assess the consequences.

Justice Sonia Sotomayor concurred with the decision to lift the stay, but echoed some of Jackson’s concerns, emphasizing that the executive order itself demands compliance with existing laws. “I join the Court’s stay because it leaves the District Court free to consider those questions in the first instance,” she wrote.

Solicitor General D. John Sauer, representing the administration, told the justices that the district court had improperly blocked the president’s constitutional authority to manage internal personnel decisions. He described the injunction as a sweeping and “indefensible premise” that imposed a freeze across 19 federal agencies, including 11 Cabinet departments.

The Supreme Court’s ruling marks another victory for President Trump, whose administration has steadily pressed forward with its plans to remake the federal bureaucracy. Tens of thousands of federal workers have already departed through deferred resignation programs, early retirements, or layoffs, although no official tally has been released.

Critics say the cuts are destabilizing key government functions. The AFGE warned that services provided by agencies like the VA, Social Security Administration, and Environmental Protection Agency are in jeopardy. “This decision puts services that the American people rely on in grave danger,” the union said in a statement.

The Trump administration defends the reductions as long-overdue reforms. “For too long, the federal government has been bloated by unproductive and unnecessary programs that benefit radical interest groups while hurting hard-working American citizens,” a White House spokesperson said.

The legal battle continues in the U.S. District Court for the Northern District of California, where Judge Illston will now reassess the constitutional challenges to the reorganization itself. The case is Trump v. American Federation of Government Employees.
