Johnson Plans Final Push for SAVE America Act After July 4 Recess

(Worthy News) – House Speaker Mike Johnson said Congress will make another push to pass the SAVE America Act after lawmakers return from the July 4 recess, signaling what could be the fourth — and possibly final — attempt to advance President Donald Trump’s top election-integrity measure.

The legislation would require proof of U.S. citizenship to register to vote and photo identification to cast a ballot. Johnson said Sunday that he believes Trump would support a streamlined version of the bill that leaves out more controversial provisions dealing with mail-in ballots, transgender athletes, and medical procedures for minors.

“If we can get proof of citizenship and photo ID to vote, that eliminates so much of the problem,” Johnson said on “Fox News Sunday,” arguing that the bill would address concerns over fraud and public confidence in elections.

The House has already passed versions of the measure three times, but the bill has stalled in the Senate amid resistance from several Republicans, including Sens. Susan Collins of Maine and Lisa Murkowski of Alaska. Murkowski has warned that the legislation would impose new requirements on states during an active election cycle without providing federal resources to implement them.

Johnson said GOP leaders are working on a revised package designed to win enough Senate support through the budget reconciliation process, which would allow passage by a simple majority.

President Trump renewed his call for the SAVE Act during his July 4 address on the National Mall, tying voter ID and citizenship verification to his broader pledge to preserve America’s elections. Trump also said mail-in ballots should be sharply limited, with exceptions for illness, disability, military service, or travel.

The debate comes as mail-in voting has expanded across much of the country. Eight states now conduct elections entirely by mail, while others allow ballots postmarked by Election Day to be counted after polls close.

Supporters say the SAVE Act is a common-sense safeguard to ensure only U.S. citizens vote in American elections. Critics argue the measure could burden eligible voters and force states to overhaul election systems too quickly.

For Johnson and Trump, however, the issue has become a defining battle over election integrity heading into the next election cycle — and one Republicans say they are not ready to abandon.
