President calls for “Recon 3.0” as Republicans wrestle with stalled defense and election-security legislation

(Worthy News) – President Donald Trump is pressing congressional Republicans to move quickly on two of his biggest unfinished priorities: a $350 billion defense funding package and a sweeping nationwide voter ID mandate.

In a Tuesday social media post praising the U.S. military, Trump called on House and Senate leaders to make a third party-line budget reconciliation bill their “Number One Priority” when Congress returns to session. The package, which Trump called “Recon 3.0,” would include $350 billion in additional Pentagon funding and, he said, should be paired with the SAVE America Act.

“The SAVE AMERICA ACT, which everyone is asking for, paired with the full funding of our Great Department of War, can be passed very quickly, ensuring that the United States of America stays FREE for Generations to come,” Trump wrote.

The push reflects Trump’s continued effort to force action on election security legislation that has already passed the House but remains stalled in the Senate. The SAVE America Act would require Americans to show valid identification to vote in federal elections, present proof of citizenship when registering, and require states to remove noncitizens from voter rolls.

Trump and Republican hardliners argue the bill is essential to restoring confidence in American elections and preventing illegal voting. Democrats and voting-rights groups oppose the measure, saying it would impose new barriers on eligible voters.

The latest demand comes after weeks of Republican infighting that has slowed several major bills on Capitol Hill, including the House’s $1.14 trillion National Defense Authorization Act for fiscal year 2027. GOP leaders had planned to meet Trump’s broader $1.5 trillion defense request by moving $1.14 trillion through the annual defense bill and placing the remaining $350 billion in a reconciliation package.

That plan faltered last week when a group of Trump-aligned Republicans blocked the defense bill from reaching the House floor because it did not include the SAVE America Act as an amendment.

Trump’s new approach may not solve the problem. Budget reconciliation allows certain tax and spending bills to pass the Senate with a simple majority, bypassing the 60-vote filibuster threshold. But Senate rules generally bar non-budgetary policy measures from reconciliation, making it unlikely that a full nationwide voter ID and citizenship-verification mandate could survive the process.

House Speaker Mike Johnson has floated a narrower idea: using reconciliation to create a $4 billion incentive fund for states that implement voter ID checks. But attaching the SAVE America Act wholesale remains a far more difficult task.

For Trump, the issue is both legislative and political. He has repeatedly argued that election integrity will be central to Republican success in the 2026 midterms. For GOP leaders, however, the challenge is finding a path that advances Trump’s priorities without derailing must-pass bills on defense, agriculture, transportation, and water infrastructure.
