Putin Floats Cease-Fire Proposal to Trump Administration, Seeking Major Ukrainian Territorial Concessions

(Worthy News) – Russian President Vladimir Putin has presented the Trump administration with a sweeping cease-fire proposal in Ukraine that would require Kyiv to cede significant territory in exchange for a halt to hostilities, European and Ukrainian officials told the Wall Street Journal.

The offer, delivered Wednesday to U.S. special envoy Steve Witkoff during a meeting in Moscow, calls for Ukraine to withdraw from the entire eastern Donetsk region. In return, Russia would halt fighting and retain control of Donetsk, Luhansk, and Crimea–territories it already occupies, the latter seized in 2014. The Kremlin also seeks global recognition of its sovereignty over these areas.

European officials, briefed by President Trump and Witkoff in a series of calls, expressed deep skepticism, warning that the move could be a tactical ploy by Moscow to dodge looming U.S. sanctions while continuing the war. Ukrainian officials stressed that a complete cease-fire must precede any territorial talks.

Two-Phase Plan

According to European diplomats, the Russian plan includes two stages:

  1. Immediate Withdrawal & Freeze – Ukraine would pull its forces from Donetsk, with battle lines frozen in place.
  2. Negotiated Peace – Putin and Trump would later agree on a final peace framework to be negotiated with Ukrainian President Volodymyr Zelensky.

Unclear in the proposal is the fate of southern Zaporizhia and Kherson, where Russian troops also maintain control. Conflicting accounts emerged from calls between U.S., European, and Ukrainian officials over whether Russia would withdraw from those regions or maintain its positions.

Diplomatic Push and Deadlines

Trump, joined by Vice President JD Vance, Secretary of State Marco Rubio, and Ukraine envoy Keith Kellogg, participated in multiple calls with European leaders this week. While he described the proposal as “not a breakthrough,” he said it was enticing enough to begin organizing a potential summit as early as next week.

The president’s self-imposed deadline for Russia to agree to a cease-fire expired Friday, but Trump has hinted he may delay additional punitive measures while talks continue. Earlier this week, he imposed 50% tariffs on India over its imports of Russian oil but has not yet moved forward on further sanctions against Moscow.

Kyiv’s Stance

Ukraine’s constitution bars the president from unilaterally altering the nation’s borders. Zelensky has consistently rejected recognizing Russian control over occupied territory and has insisted on a total, unconditional cease-fire before entering territorial negotiations.

The proposal also omits Ukraine’s demands for security guarantees, including NATO membership. Instead, Putin has offered legislation pledging not to attack Ukraine or Europe–an assurance met with skepticism in Western capitals.

Escalation on the Ground

Even as talks unfold, Russia has intensified strikes on Ukrainian cities, doubling monthly missile and drone attacks since January. Early Friday, Russian forces bombed Bucha, the site of a 2022 massacre of Ukrainian civilians and prisoners of war.

Global Reactions

Some European leaders have voiced guarded optimism. Polish Prime Minister Donald Tusk suggested a “freezing of the conflict” could occur sooner rather than later, though he stopped short of predicting an end to the war.

The Kremlin reported that Putin has briefed leaders of India, China, Belarus, South Africa, and others on the proposal, while Foreign Minister Sergei Lavrov discussed it with his Turkish counterpart.

The White House, citing the sensitivity of ongoing talks, declined to confirm details of the plan. “Potential paths to peace” are being explored with Ukraine and European allies, press secretary Karoline Leavitt said.
