Congressional Probe: Biden Administration Accused of Funding Anti-Netanyahu Protests and Terror-Linked NGOs

(Worthy News) – A new congressional investigation has revealed that over $900 million in U.S. taxpayer funds were funneled through federal agencies and nonprofit organizations to support protests against Israeli Prime Minister Benjamin Netanyahu and, in some cases, fund entities with known ties to terrorism. The findings, released last Thursday by the House Judiciary Committee, have sparked outrage and renewed scrutiny of the Biden administration’s oversight of foreign aid.

In a 380-document report titled “The Biden-Harris Administration’s Funding of Anti-Netanyahu Non-Governmental Organizations,” lawmakers detailed how federal funds distributed by USAID, the U.S. State Department, and other agencies were misused by six nonprofit organizations: Blue White Future, Movement for Quality Government in Israel, PEF Israel Endowment Funds, Jewish Communal Fund, Middle East Peace Dialogue Network, and Rockefeller Philanthropy Advisors.

Among the key findings:

• PEF Israel Endowment Funds, a U.S. nonprofit, distributed over $884 million to groups actively involved in large-scale demonstrations opposing judicial reform in Israel.
• The Jewish Communal Fund allocated $42.8 million to organizers of protests specifically aimed at blocking Netanyahu’s legal and governmental reforms.
• Rockefeller Philanthropy Advisors, a recipient of $20 million in federal grants, is believed to have redirected some of those funds to fuel the Israeli protest movement.
• Blue White Future, described by the committee as a “radical anti-Netanyahu organization,” was identified as a downstream recipient in a financial trail that originated with U.S. government funds.
• Movement for Quality Government in Israel received $42,000 to conduct “Civic Activism Training” in Israeli high schools–a program viewed by the committee as politically charged.

The committee also cited the Bayader Association for Environment and Development, a Gaza-based NGO that has openly worked with Hamas-linked entities, as having received nearly $1 million in U.S. assistance since 2016. The most recent USAID grant was awarded on October 1, 2023, just six days before Hamas launched its deadly October 7 attacks against Israeli civilians.

According to the report, the Biden-Harris administration failed to maintain adequate controls to prevent these funds from being used to destabilize a key U.S. ally or to benefit terror-linked actors. “The fungibility of money–the ability to easily replace one set of funds with another–enabled NGOs to use federal funding as a backfill for political activism they otherwise could not afford,” the memo said.

The Republican Jewish Coalition condemned the findings as “outrageous,” saying the Biden administration had “transferred nearly a billion dollars to left-wing NGOs in Israel with the goal of undermining the democratically elected government.”

Committee Chairman Jim Jordan (R-OH) and Foreign Affairs Chairman Brian Mast (R-FL) spearheaded the investigation, which began with document requests on March 26, 2025, and is now expanding to include additional U.S. and Israeli entities suspected of diverting federal dollars for political or terror-related purposes.

“The Biden-Harris administration provided U.S. government funding to terrorist-linked NGOs,” the memo stated bluntly.

The investigation remains ongoing, and congressional leaders are signaling more disclosures in the coming weeks as they probe deeper into what they describe as a historic misuse of taxpayer money to interfere in Israeli domestic affairs and compromise national security.
