EU Sets Up New Intelligence Unit Amid Fears Of Rising Control Over Citizens (Worthy News Focus)

BRUSSELS/BUDAPEST (Worthy News) – The European Union’s executive branch is setting up a new intelligence unit inside its Secretariat-General, despite concerns about growing EU control over citizens.

The European Commission made the announcement amid mounting opposition to EU policies on migration, digital identity, digital currencies, climate measures, and new defense initiatives that critics say already expand Brussels’ power.

The planned unit would centralize intelligence from EU institutions and member states, aiming to strengthen the Commission’s ability to respond to security crises, according to people familiar with the plan.

Supporters argue that the initiative is needed amid rising hybrid threats, foreign interference campaigns, and geopolitical instability around Europe.

However, opponents warn that the move risks weakening national sovereignty and granting the Commission unprecedented access to sensitive security information.

NATIONAL SOVEREIGNTY FEARS

Several diplomats told European media the proposal could “duplicate or sideline” existing bodies such as the Single Intelligence Analysis Capacity (SIAC), which already synthesizes national intelligence for the EU.

One senior EU diplomat, speaking anonymously due to the sensitivity, warned: “Intelligence is a core national competence. We will not hand Brussels power to direct or shape our services.”

The EUobserver media outlet quoted another diplomat, who said member states believed they “already had something like this,” expressing concern that the Commission was attempting to expand beyond its traditional mandate.

Civil rights groups have also raised alarms. The Brussels-based European Digital Rights (EDRi) network said merging intelligence analysis with upcoming EU digital identity systems and digital currency frameworks could create “a dangerous concentration of data and authority in one place.”

Populist and right-wing parties in several EU nations also argue the timing — months before the new EU digital-identity document (ID) infrastructure is due to roll out — is “highly suspicious.”

‘BETTER INTELLIGENCE USE’

Yet supporters argue the opposite. A Commission official told Reuters news agency that the new structure would not spy or conduct operations but would “improve intelligence use within policymaking.”

“It is about making sure the Commission is not blind in moments of crisis,” another official told the Financial Times newspaper, adding that the unit would help tackle Russian and Chinese disinformation, cyberattacks, and foreign influence operations.

Broadcaster Euronews reported that Commission President Ursula von der Leyen believes Europe must “dramatically improve its resilience” as it faces “the most dangerous security environment since the Cold War.”

According to the Defense News outlet, supporters in EU security circles say a central hub could help align threat assessments more quickly, especially during emergencies such as cyberattacks or coordinated disinformation campaigns.

Pro-integration lawmakers in the European Parliament argue that “Europe must stop depending exclusively on national services” when responding to large-scale threats.

ANALYTICAL MISSION SEEN FOR UNIT

The Commission has not confirmed the unit’s final mandate, staffing level, or legal framework.

It also remains unclear whether national governments will be compelled — or merely asked — to share intelligence with Brussels.

Officials say the unit will likely remain analytical rather than operational, and may be staffed in part by national officers seconded to the Commission.

However, diplomats warn that even an analytical hub could shift the balance of power inside the EU if it becomes the primary tool for intelligence-based decision-making by European leaders and legislators.

Several governments within the 27-nation bloc insist they will scrutinize any plan that touches national security.
