Education Secretary Linda McMahon announced Thursday that new fraud-prevention controls—implemented in June after the discovery of nearly $90 million in fraudulent disbursements—have exposed large-scale criminal operations exploiting the federal aid system. These included bots posing as students, fabricated identities, and even loan applications submitted in the names of deceased individuals.

“It was really a pretty simple thing to do,” McMahon said in an interview. “You think about the fact that when you buy airplane tickets or rent a car, you have to show an ID. But there had been no meaningful ID verification as students filed for federal loans.”

According to the Department of Education, under the Biden administration less than 1% of student-aid applicants were required to verify their identity, creating what officials now describe as “a prime opportunity for fraudsters to exploit the FAFSA system.”

Fraud Rings, Bots, and “Ghost Students”

College officials nationwide reported being overwhelmed by sophisticated fraud attempts—many backed by international crime networks. Investigators found:

• More than $30 million in loans had been disbursed to dead individuals
• Over $40 million to companies using AI-driven bots masquerading as students
• Dozens of institutions reporting waves of fabricated or stolen identities

McMahon said the department uncovered “a lot of bots and ghost students that were costing taxpayers money,” prompting a full restoration of fraud-prevention measures “deprioritized under the Biden administration as it pursued its illegal student-loan bailout.”

Within the first week of implementing the new verification rules, the department flagged nearly 150,000 suspicious identities on FAFSA forms and immediately alerted postsecondary institutions.

California, Nevada, Minnesota Hit Hard

State-level data show the scale of the issue:

• California Community College System: 34% of 2024 applications flagged as potentially fraudulent
• College of Southern Nevada: $7.4 million written off due to a “ghost-student” scheme
• Riverland Community College (MN): more than 100 fraudulent applications per year

These patterns, officials say, reflect nationwide vulnerabilities exploited by both domestic and international actors.

New Measures: Strict ID Verification, Anti-Scam Warnings, and a Fraud-Detection Unit

The Trump administration now requires first-time applicants to present valid government ID in person or via live video conference. Institutions must maintain documentation as proof.

Alongside the verification overhaul, the department launched a new “Avoid Student Aid Scams” portal warning families about an emerging threat: fake college websites built with AI-generated content, designed to deceive applicants into paying fees or sharing personal information. Fake institutions listed include names resembling reputable universities, such as “Baltimore Metropolitan University” and “Long Beach University California.”

To strengthen enforcement, the Department of Education is creating a new fraud-detection team within Federal Student Aid (FSA) dedicated to identifying criminal patterns and preventing misuse of taxpayer funds.

McMahon: “Merry Christmas, Taxpayers”

“From day one, the Trump Administration has been committed to rooting out waste, fraud, and abuse across the federal government,” McMahon stated. “As a result, $1 billion in taxpayer funds will now support students pursuing the American dream, rather than falling into the hands of criminals. Federal officials expect the savings to grow significantly as the new anti-fraud infrastructure scales.
