EU Pledges 6.1 Billion Euros For Ukraine Defenses; Britain Releases Missile Blueprints (Worthy News In-Depth)

KYIV/BUDAPEST (Worthy News) – The European Union marked Ukraine’s Independence Day by pledging to provide the war-torn nation with 6.1 billion euros ($7.1 billion) for “air and missile defense systems” as well as other “missiles, ammunition and radars.”

In a statement obtained by Worthy News, the European Commission, the EU’s executive, said it approved the funding to purchase the military equipment, “reaffirming Europe’s commitment to supporting Ukraine’s defense and resilience against Russia’s ongoing aggression.”

European Commission President Ursula von der Leyen added that on “Ukraine’s Independence Day, Europe shows our support is unfaltering and concrete.”

“We have approved 6.1 billion euros for the air and missile defense systems, missiles, ammunition and radars that Ukraine urgently needs,” she said. “As Russia intensifies its attacks, we are stepping up to help Ukraine protect its people and defend its skies. Europe stands with Ukraine and we will deliver what it needs, when it needs it.”

The 6.1 billion euros is part of the EU’s broader 90 billion euro ($105 billion) Ukraine Support Loan for 2026-2027, comprising 30 billion euros in budgetary assistance and 60 billion euros for defense.

EU PROVIDES 220 BILLION

Since Russia launched its full-scale invasion in 2022, the EU and its member states have provided 220.2 billion euros ($257 billion) in overall support to Ukraine, including 3.8 billion euros ($4.4 billion) from proceeds generated by frozen Russian assets, according to the European Commission.

Most of the military equipment is expected to be purchased from EU defense companies. As Russia steps up its use of ballistic missiles and drones, the Commission urged European countries to speed up weapons deliveries and increase production.

The announcement followed a devastating week for Ukraine, with Russian missiles and drones killing scores of people, many of them in the Kyiv region and in an attack on a shopping mall in Kryvyi Rih, the hometown of Ukrainian President Volodymyr Zelenskyy.

Yet von der Leyen was competing for attention with the prime minister of non-EU member Britain, who arrived in Kyiv on Monday to announce far-reaching military support.

British Prime Minister Andy Burnham agreed to release classified information about British components of Storm Shadow missiles so that Ukraine can eventually manufacture the long-range weapon domestically for use in its war against Russia.

BRITAIN SHARES MISSILE BLUEPRINTS

“On Ukraine’s 35th anniversary of independence, the Ukrainian people should be in no doubt—the UK is behind you today and for as long as it takes,” Burnham said.

“I am proud of the contribution our country has made to Ukraine, and I want the Ukrainian people to hear it directly from me that our support will not waver. After all, Ukraine’s security is our security,” he added.

“Russia should be in no doubt of our resolve. We will not back down until there is a just and lasting peace.”

France had already agreed to hand Ukraine blueprints for its SCALP-EG—the French version of the Storm Shadow—as part of a broader defense agreement reached in July.

However, Ukraine’s ability to manufacture the missile domestically depended on Britain allowing European missile manufacturer MBDA to release sensitive information about British-made components.

STORM SHADOW PRODUCTION

British and French forces have supplied Ukraine with limited numbers of Storm Shadow and SCALP-EG missiles, which have a range of about 150 miles (240 kilometers) and bunker-busting warheads.

The air-launched weapons have played an important role in Ukrainian strikes against heavily fortified and difficult-to-reach targets behind Russian lines, including in Russian-occupied territories and Russia itself.

Storm Shadows were used in strikes on Sevastopol in Russian-annexed Crimea in September 2023, including attacks targeting the headquarters of Russia’s Black Sea Fleet and a submarine.

The British-French missile relies on classified U.S. targeting data, raising questions over whether Washington would approve and provide the necessary information for every strike involving Ukrainian-produced Storm Shadow or SCALP-EG missiles.

U.S. President Donald J. Trump had promised Ukraine a license to produce Patriot surface-to-air interceptor missiles, but the process has reportedly been delayed amid fears that sensitive technology could fall into Russian hands. Trump subsequently appeared to step back from the commitment.

PATRIOT STOCKPILES UNDER FIRE

Further complicating matters, U.S. Patriot stockpiles have been severely depleted by the war with Iran, limiting Washington’s ability to provide Ukraine with the interceptors it urgently needs to counter Russian ballistic missiles, experts say.

Kyiv has also reached out to Japan for help as it struggles to obtain enough interceptors to counter Russia’s increasingly intense ballistic missile attacks.

Ukraine’s newly appointed Prime Minister Serhii Koretskyi asked Tokyo to provide air-defense weapons, including Patriot surface-to-air interceptor missiles.

“I want to ask Japan for only one thing: ballistic missile interceptors,” Koretskyi told Japan’s Kyodo News, stressing that “it is most important to protect our people and power infrastructure and to get through the heating season.”

He said Japan’s experience in infrastructure and energy development would be important for Ukraine’s eventual post-war reconstruction, adding that Kyiv was already discussing cooperation with Japanese companies.

TOKYO RELUCTANT TO DELIVER

Tokyo has already expressed reluctance to provide the requested missiles.

Although Japan revised its rules governing the transfer of defense equipment to allow broader exports of lethal weapons, supplying such weapons to countries currently engaged in armed conflict remains restricted.

Any transfer of interceptor missiles would therefore require a significant political decision by Japanese Prime Minister Sanae Takaichi and could require a defense equipment transfer agreement between the two countries.

Chief Cabinet Secretary Minoru Kihara, Japan’s government spokesperson, said Monday that providing weapons to Ukraine would be difficult under the current rules.

Regarding weapons intended for killing or destruction under Japan’s Self-Defense Forces Act, Kihara said: “At the present moment, we are not considering transferring them.”

UKRAINE SEEKS INTERCEPTORS

The Japanese hesitation comes as Ukraine urgently seeks more Patriot interceptors, the only weapon in Kyiv’s arsenal regarded as reliably capable of shooting down Russian ballistic missiles.

Zelenskyy said Saturday that Ukraine had requested 360 Patriot interceptor missiles from its allies and hoped to receive 300 as Russia steps up long-range attacks against Kyiv and other Ukrainian cities.

The expanding military commitments were expected to feature in talks involving the “coalition of the willing,” the group of countries working on longer-term military support and security guarantees for Ukraine.

Burnham was due to co-chair a meeting of the coalition during his Kyiv visit, alongside talks with Zelenskyy and other leaders marking Ukraine’s 35th anniversary of independence from the Soviet Union.

The coalition has sought to coordinate support for Kyiv and develop security arrangements aimed at deterring renewed Russian aggression if an eventual ceasefire or peace agreement can be reached.

WAR’S RISING HUMAN TOLL

The latest Russian missile and drone attacks—and Ukraine’s continuing appeals for additional air defenses—underscored the difficulties facing those diplomatic efforts as the war continues with no lasting peace settlement in sight.

Yet ongoing talks and military efforts come against an increasingly devastating human toll.

The Washington-based Center for Strategic and International Studies estimated that Russian forces had suffered about 1.4 million battlefield casualties—killed, wounded or missing—through June 2026.

Ukrainian military casualties were said to be between 525,000 and 625,000 over the same period, putting combined losses at roughly 2 million.
