PARIS/BUDAPEST (Worthy News) – Britain and France signed a new three-year agreement Thursday aimed at curbing migrants attempting the often deadly Channel crossing, as Europe faces a record influx of people fleeing war, persecution, and poverty.

Under the deal, France pledged to boost coastal law enforcement by more than half, reaching 1,400 officers by 2029.

Britain will provide up to 766 million euros ($897 million) in funding, though nearly a quarter — 186 million euros — will depend on the effectiveness of the measures.

The agreement follows months of disputes over renewing the Sandhurst Treaty, which governs Britain’s financial support for French efforts to prevent crossings.

London had accused Paris of doing too little, insisting on stricter conditions before extending the deal first signed in 2018 and renewed in 2023.

FUNDING TIED TO RESULTS

Under the updated terms, Britain will have greater flexibility in how funds are used, focusing on measures deemed effective at curbing crossings.

“We will now have flexibility to fund things that we know are working,” said UK Home Secretary Shabana Mahmood after signing the deal in northern France.

A French interior ministry document said that if the measures fail to deliver “sufficient results, based on a joint annual assessment, the funding will be redirected to new actions.”

French Interior Minister Laurent Nunez said the agreement was key for “combating” and “eradicating” illegal immigration networks.

Even without the conditional portion, Britain’s core contribution of 580 million euros represents a 40-million-euro increase compared to the previous treaty.

RECORD MIGRATION LEVELS

The deal comes as migration across Europe reaches historic levels, intensifying political and social pressures.

A report by the Centre for Research and Analysis on Migration found that the number of immigrants in the European Union rose to a record 64.2 million in 2025, up from about 40 million in 2010.

Germany remains the largest host, with nearly 18 million foreign-born residents, while Spain has recorded the fastest recent growth.

“Germany remains the main destination for migrants in Europe,” said researcher Tommaso Frattini.

Spain, Italy, France, and Germany together account for nearly three-quarters of asylum applications, with Germany hosting about 2.7 million refugees.

TENSIONS AND RISKS

Britain and France remain key destinations for migrants, many from predominantly Muslim countries, adding to political and social tensions in both nations.

The aid organization Doctors Without Borders criticized the results-based funding scheme, arguing it would not deter people from seeking refuge in the United Kingdom.

Instead, it warned, the policy could “push men, women, and children into the hands of smugglers and traffickers” and force them into increasingly dangerous, sometimes deadly crossings.

At least 29 migrants died attempting to cross the Channel last year, according to official figures.

British data show 41,472 people reached the United Kingdom in small boats in 2025, the second-highest total since crossings surged in 2018.

ENFORCEMENT AND PRESSURE

French authorities plan to expand surveillance with drones, helicopters, and digital monitoring tools to prevent departures.

However, under international maritime law, authorities can generally intervene only once boats are at sea to rescue those in danger.

France says arrivals in Britain have halved so far this year compared to the same period in 2025.

Officials also reported the arrest of around 480 smugglers last year.

The agreement comes at a politically sensitive time for Prime Minister Keir Starmer, who faces mounting pressure to curb illegal migration ahead of local elections.

Starmer said the new deal would “ramp up intelligence, surveillance and boots on the ground to protect Britain’s borders,” adding that cooperation had already stopped tens of thousands of crossings.
